Trustee Batocabe, a lawyer by profession, is a Bureau Director in the Department of Social Welfare and Development (DSWD). Director Batocabe is involved with the DSWD Academy, one of the flagship projects of the current administration, which aims to provide specialized training, capacity-building activities, and other learning development interventions to social workers and paraprofessionals. He is currently a Partner-on-Leave of Batocabe & Partners, a law firm based in Ortigas with more than 25 years of legal service experience. He received his economics (cum laude) and law degrees from the University of the Philippines Diliman.

In the UPSEAA, he was elected as a trustee in in 2022 and served as Assistant Secretary in 2024.
